Some prerequisites for any change are:
1. A clear objective
2. Seriousness toward the objective
3. Action plan to accomplish this objective
4. Diligence
This assumption (that a movement/party/group) is correct when we consider the Ayat:
"Let there be among you a group that invites to the good, orders what is right and forbids what is evil, and they are those who are successful" [TMQ 3:104]
And when we consider the Seerah (Life of Prophet Muhammad (saw) and the Sahabah (ra).
What Prophet Muhammad (saw) practically did was to call to his near relatives, then to his tribe, then to all of humankind.
"And warn your tribe (O Muhammad [pbuh]) of near kindred." [Al-Qur'an 26:214]
"Therefore proclaim openly (All⨦#146;s Message — Islamic Monotheism), that which you are commanded, and turn away from Al-Mushrik?> (polytheists)." [Al-Qur'an 15:94]
From the Seerah we can see that the prophet (saw) taught/cultured the small followers in the house of Al arqam to carry/bring Islaam to the people and bring the support (Nusrah) to Islaam.
The fruits of this cultivation can be seen in Mus‘ab bin ‘Umair Al-‘Abdari, the sahabah who carried Islaam to Yathrib (Madina).
The reason why I am pointing out these things is so that we understand what is the Islaamic method to bringing about Islaam in society.
Islaam always has an idea (fikr) and a method (tariqah) that we must follow.
The scholars have said that it is a fardh kifayah (Islaamic obligation on a group) to establish Islaam. Until the group has accomplished it, it a fardh ain (Islaamic obligation on the individual) to work for the re-establishment of Islaam in society.
Therefore, one of most important things that I can do is to either search for the movement that is going about this work (certainly more efficient) or I can attempt to form one (based on Islaam, its objective and method) myself.
1. If you know of a movement in a city or country near you, you might consider moving to this city or country to work with that movement whose objective and method is from Islaam and convinces you.
a. This indicates serious for the cause. If I agree that I should be working with a movement because Islaam necessitated it, and I see that it is the solution to all the blood shed, indignity, and oppression that my Ummah and the world suffers from I should be serious about this task. Certainly moving to a different state or region to work with the serious callers to Islaam indicates that I am serious about this work.
2. Of course, if this movement is already near you, you just need to make contact with this movement and let them know that you are serious about the work.
a. We must recall from the Seerah that the sahabah were cultured to carry the call of Islaam. The objective of the da’wah was to make Islaam supreme.
O mankind! The Apostle has now come unto you with the truth from your Sustainer: believe, then, for your own good! And if you deny the truth - behold, unto God belongs all that is in the heavens and all that is on earth, and God is indeed all-knowing, wise! (4:170)
To be a part of a movement means to be a part of a collective work. The movement would seek to culture the student with its special way of thinking to make the student as good, or better, than the teacher.
3. If you are not able to make contact with or move to a movement, you have no other choice but to either try to do what you can from afar or start a movement yourself.
a. If the movement that you are interested in has websites, you can visit those websites and download information about the movement and its culture. You can study what is available from the movement and support the movement from afar.
4. Based on what you know of the movement’s objective, which is from Islaam, you can begin to interact with Muslims and even non-Muslims to bring them to the fold of Islaam and work for it. One of the major issues which Muslims need to understand is that Islaam obligated us to live under it entirely:
íóÇ ÃóíøõåóÇ ÇáøóÐöíäó ÂãóäõæÇú ÇÏúÎõáõæÇú Ýöí ÇáÓøöáúãö ßóÂÝøóÉð æóáÇó ÊóÊøóÈöÚõæÇú ÎõØõæóÇÊö ÇáÔøóíúØóÇäö Åöäøóåõ áóßõãú ÚóÏõæøñ ãøõÈöíäñ
O ye who believe! Enter into islam whole-heartedly; and follow not the footsteps of the evil one; for he is to you an avowed enemy. (2:208).
The root of all our problems as an Ummah is a result of not living under the mercy and protection of what Allah sent down. It is an obligation to follow everything Allah told us to do, and stay away from all that he told us to stay away from.
Now, there are many issues that you will encounter trying to convey this message to Muslims. He/she might be afraid, might not have a clear idea of what his Aqeedah means, might have been told opposite of what you are telling him, might be ignorant, might be plain rebellious. Being cultured by the movement on the various issues why Muslims do not respond to the work for Islaam would be helpful.
Allah knows our capacity, Islaam said it was an obligation to work for its deen (everyone). Islaam also gave us other responsibilities as well.
I think that at the minimum, we can strengthen our awareness of who is our enemy. We can attempt to strengthen our Aqeedah/Iman/Taqwah my coming closer to Allah in the many ways he has allowed us to.
We can attempt to write, talk, or engage with those who we come into contact with about our deen and Ummah to attempt to make them feel the urgency and sense the reality. The Ummah is in need of revival!
In by opinion the talk should be geared toward collective action/movement/organization that has a clear objective of exposing the Kafir plans against our Ummah and unifying our Ummah.
Of course praying and reading Qur’an are important things in Islaam, but this would not directly push our Ummah toward re-establishing Islaam in society.
This brings us to the political work. We are calling for the implementation of Islaam as a State with no borders and one Amir. The Islaamic evidences for this are many.
If I were stuck at home with the kids, unable to move where there is a movement, in reality it would be tough to work for the re-establishment of Islaam under those circumstances. Perhaps all the person can do is what they are doing (educating themselves on Islaam (over the net or wherever), emailing, chatting, and engaging in conversations with those they have contact with). This is by no means collective work.
So in summary,
1. Seek out that movement to join in the collective work.
2. Get serious (must have an objective, method, and plan of action).
3. Learn what is the root of the Ummah’s Problem and its solution.
4. Interact with all that you can interact with in carrying these Islaamic concepts to them.
5. Push them toward action (to be organized, to seek that movement out, to be serious, to look at Islaam as a complete way of life (politics and systems included).
6. Support Islaamic movements working to restore the Islaamic way of life in society.
7. Study the Seerah of our Nabi (saw) to strengthen your understanding of the method for revival in order to firmly convey its call to others.
8. Carry the message to your household (to children, wife, husband, brother, sister, mother, father, cousin, uncle, etc.) the message is that we should obey Allah in all that he has told us (including establishing his deen (laws and systems).
9. We must remember that we are responsible for living Islaam and conveying it to others. The victory is from Allah. We are working for Islaam’s implementation in society as act of obedience to his command. All our good deeds will be rewarded on Yawma kiyama, insha Allah. We must remember that the best way to compensate for sins is by working good deeds. Therefore, even if we did not see the re-establishment of the State, we still worked righteous deeds for the Akhirah, insha Allah. Hence, we should not feel defeated if we did not see the results of our work right away. We should continue in the path of Rasulullah (saw) for he said that he would not stop the call of Islaam until it got the victory or he was killed in the attempted. He (saw) that they could be the sun in his right hand the moon in his other, he would still not stop the call to Islaam.
10. We must understand that the call to resume the Islaamic way of life is a unique call, it is not a call to “working on self” by praying and smiling, it is not a call to have fear when you pray to Allah as if he sees you. It is not a call to give in charity, it is not a call to be a better wife or husband. Although all of those things are valid, them in themselves is not a specific call for revival and the live under Islaamic Rule. The Call to revival by re-establishing Allah’s deen in society is a specific call. The call the get rid of our rulers in the Muslim lands and replace them with one Amir is a unique call, it has nothing to do with all the Muslims praying Fajr Salaat in the masjid, although this is wonder, even if it happened it would not mean that after the Salaat the Muslims would petition their rulers to rule by Islaam.
11. Without the connection to the movement, she/he could still have an impact. She/he could be serious about their email contacts and discussions. He/she could try to build contacts. He/she could write articles by himself/herself if they have studied Islaamic revival and the Seerah (along with Islaamic evidences). You never know who might read your email (we should not give up). He/She could have regular phone calls with individuals from their home about Islaam. He/she could have phone conferences with people to discuss political Islaam. He/she could create newsletters on their computer and mail them out.
I would say that the key element is seriousness. If someone is serious about carrying the Islaamic da’wah, they will find a way to be creative, they will seek out those working for revival, move if they can. They will write articles and/or carry the message as effective as they can. The fruits of your actions are with Allah, being defeated is not allowed for the serious da’wah carrier. Even if I were totally isolated, I could still have an impact if I am serious enough. From seriousness comes creativity/thinking/plans/means. In addition, seriousness motivates us to study our deen/ read the Qur’an/ learn about issues in society (history, current trends, problems etc.), get into contact with serious people.
We Must remember that Rasulullah (saw) carried the Islaamic message for 13 years and only produced a hand full of sahabah (ra). We must remember that sahabah (ra)struggle for Islaam (some became shaheed, some were tortured/ boycotted, etc.) Rasuluullah (saw) was called majnuun (Mad), hit with rocks, choked, threatened with death, and he did not know when or where the victory would come.
He (saw) from the beginning understood that he had a serious message to deliver, and he went to work, insha-Allah we will follow the practical steps he took. He critiqued the Kufr society he lived in, and challenged the chiefs. Are we able to critique the Kufr societies we live in? Can we talk about the burning issues in society exposing the root cause (Kufr) and giving the Islaamic medicine (worship Allah holistically). I pray that what I have said was of some benefit. All the mistakes have been mine, and whatever beneficial has been from Allah.
May Allah make us serious (fearing the day we stand before him and motivating us to do good acts for him) callers to the Islaamic message!
May Allah help us against laziness and nifaq (hypocrisy)!
May Allah forgive us our shortcomings and sins!
Yaa Allah give us Jennah! O Allah give us good in this life as well as the next and save us from the Nar!

3. Action plan to accomplish this objective
4. Diligence
