Ramadan Speech by Sheikh Ata Abu Rashta
Bismillah ar-Rahman ar-Raheem

Speech of the scholar Ata Ibnu Khaleel Abu Rashta, leader of Hizb ut-Tahrir, on the occasion of the beginning of the blessed month of Ramadhan
All praise is due to Allah (swt), and peace and blessings be upon His Messenger (saw).
Allah (swt) said:
íÇ ÃíåÇ ÇáÐíä ÂãäæÇ ßÊÈ Úáíßã ÇáÕíÇã ßãÇ ßÊÈ Úáì ÇáÐíä ãä ÞÈáßã áÚáßã ÊÊÞæä<br>
“O you who believe! Fasting is prescribed for you, as it was prescribed for those before you, so that you may guard (against evil)" [TMQ 2:183].
And He also said:
ÔåÑ ÑãÖÇä ÇáÐí ÃäÒá Ýíå ÇáÞÑÂä åÏìð ááäÇÓ æÈíäÇÊò ãä ÇáåÏì æÇáÝÑÞÇä Ýãä ÔåÏ ãäßã ÇáÔåÑ ÝáíÕãå<br>
“The month of Ramadhan in which was revealed the Qur’an, a guidance for mankind and clear proofs for the guidance and the criterion (between right and wrong). So, whoever of you is present at that month let him fast the month” [TMQ 2:185].
Dear brothers!
Oh Muslims!
Ramadhan has finally arrived casting its shadow of goodness and blessing over us. It is the month distinguished by Allah (swt) from all other months, as He packed it full of compassion, overflowing with the greatest rewards. Its beginning is a mercy, its middle is forgiveness and its end is a release from the hellfire. Allah (swt) has made this month for Him specifically, where He rewards whomsoever He wishes without retribution, as the Messenger (saw) said in a hadith qudsi:
ßá Úãá ÇÈä ÂÏã áå ÅáÇ ÇáÕæã ÝÅäå áí æÃäÇ ÃÌÒí Èå
“Allah says, ‘All the deeds of Adam's son are for him, except fasting which is for Me, and I will give the reward for it.’”
The month of Ramadhan is a remarkable month throughout the history of Islam, a month in which the Qur’an was revealed, and many victories and conquests have taken place. It is a month of work, diligence and persistence as well as a month of worship, patience and Jihad. During this month the Muslims would compete in the good deeds, as it is a time where rewards and alms are doubled. Their Khalifah and their Walis used to protect the security of the land and its people; equally, they carried Islam to the world through da’wah and Jihad. Thus, this noble month was a month of dignity for the Muslims but humiliation for the kafireen.
This is how Ramadhan used to arrive; with shining days for Islam and the Muslims. It was a beacon of goodness, of guidance, and a flag of Jihad. The Khalifah of the Muslims is their leader, who rules them by the shari’ah of Allah (swt). They have led us in Jihad for the sake of Allah (swt), their armies have travelled through desert and wasteland, and their ships have sailed the seas for the sake of raising the word of Allah (swt) and spreading justice to the world. Their armies spoke to the oceans: “If we know that there is land behind you in the distant horizon, we shall cross your waters to raise the flag of Islam.” In the same way, the Khulafah called to the clouds, “let your waters fall, wherever you wish, for by the will of Allah your waters will drench the parched land of the Muslims.” When the Muslims were led by their Khulafah, they supported him as pillars when his deeds were good, even as they accounted him when his deeds were evil, for people and ruler both are accountable before the shari’ah of Allah (swt). The ummah, state and society, were motivated by Islam alone. They welcomed Ramadhan with content and joyful faces. They also bade it farewell, with sadness when it left, yearning to meet it again, so that they would witness goodness once again through it and eventually succeed in the two worlds; and this is the great success.
This is how Ramadhan used to be, but how does it arrive today?
Today Ramadhan arrives with the Khilafah destroyed eighty three years ago. The Muslims have not yet regained it, even though the time after which the Muslims become sinful is three days following the absence of a Khalifah from the land-save for those who are sincerely and relentlessly engaged in the work to re-establish it.
It arrives today while the most eminent lands of the Muslims are colonised: Palestine, Iraq, Afghanistan, Chechnya, Kashmir, Cyprus and southern Sudan. The Muslims number many, but amount to no significance or account due to the non-existence of a Khalifah who takes care of their affairs, protects their unity, and from behind whom they may fight and shield themselves.
Similarly, it arrives today while the Muslims, with the exception of those whom Allah (swt) has blessed–have developed customs not decreed by Allah (swt). So, instead of Ramadhan being a month of worship and Jihad for them, it became a month of laziness and long resting time. Likewise, instead of it being a month of braveness and initiative, it turned into a month of lethargy and inactivity. Rather than the Muslims competing during this month over good deeds and charity, they instead compete to enjoy different kinds of food.
As for the rulers of the Muslims, they have sold out the land and its people. They have paved the way for the disbelievers to occupy the Muslim lands, and have shamefully followed along with the course of the West, especially America. Thereby they have betrayed Allah (swt), His Messenger and the believers. Furthermore, they have turned their backs upon Ramadhan, stripped it of its spirituality and turned it into a mere set of rituals. They begin Ramadhan with insignificant words, while the hypocrites applaud them, and the best amongst these rulers are those who close the main gates of the entertainment houses and night clubs during the nights of Ramadhan; yet direct you to the back doors.
As for their radio stations and television channels, Ramadhan became a month of Ramadhan parties, musical celebrations, degraded movies and corrupted soap-operas. In spite of this, these stations still insist on claiming they are reviving the nights of Ramadhan!
Oh Muslims!
Ramadhan will return, by Allah’s will, to light the darkness of the Muslims, and it will return with the flag of the Khalifah flying high. The goodness in this ummah is permanent until the Day of Judgment. Indeed, this ummah has given birth throughout history to men of strength and taqwa, who have restored the dignity and the mighty position of this ummah. We have seen them in the days of the Crusaders and in the Tartars defeat; when they were utterly thrown out. All of these are truly concrete evidences for this fact. Today, the ummah is proud that she has shabab who believe in their Creator, who has strengthened them–by His grace-with guidance, and they have set their minds to working day and night, sincerely for Allah (swt), and truthfully by means of the method of the Messenger of Allah (saw), with the aim to resume the glory of this ummah by re-establishing the righteous Khilafah. They fear the censure of no one until they have achieved what they have resolved for or die while endeavouring to achieve that-for the sake of Allah (swt).
Hizb-ut-Tahrir and the Muslims behind it are fully aware that the dignity of the ummah will not be restored except through the Khilafah. They are also conscious that Messenger of Allah (saw) has given glad tidings about its return; the return of a righteous state as it once was. Certainly, they witness its approaching return, and they–by Allah’s will-will be among its soldiers.
Allah (swt) said:
æóÚóÏó Çááøóåõ ÇáøóÐöíäó ÂãóäõæÇ ãöäßõãú æóÚóãöáõæÇ ÇáÕøóÇáöÍóÇÊö áóíóÓúÊóÎúáöÝóäøóåõã Ýöí ÇáúÃóÑúÖö ßóãóÇ ÇÓúÊóÎúáóÝó ÇáøóÐöíäó ãöä ÞóÈúáöåöãú
“Allah has promised to those among you who believe and work righteous deeds, that of a certainty, He will cause them to accede to power on earth, as He granted it to those before them” [TMQ 24: 55].
Oh Muslims!
If Allah (swt) does not wish to make this year the year of the re-establishment of the righteous Khilafah, if He (swt) does not wish the Khalifah to personally announce the beginning of the noble month, then we pray to Allah (swt) that this is the last Ramadhan for the Muslims without a Khilafah and a Khalifah, without a victory and a conquest, and without strength and dignity for the Muslims. When the time arrives, Ramadhan will be sheltered by the shade of the Khilafah, its light and determination will return, and it will resume as month of worship and Jihad. Its Takbiratayn will resume once more:
The Takbir of the Mu’azin, that calls for breaking the fast, and the Takbir of the Mujahid that announces his victory.
Allah (swt) said:
Åä Çááå ÈÇáÛ ÃãÑå ÞÏ ÌÚá Çááå áßá ÔíÁ ÞÏÑÇð<br>
“For Allah will surely accomplish his purpose: verily, for all things has Allah appointed a due proportion” [TMQ 65:3].
May Allah (swt) accept from the Muslims their fasting and qiyam (night prayer) and make them from those who listen to His speech and follow its goodness.
