The Call
It is necessary for the deliverers of the Islamic Call (dai'is) to differentiate between the Call (Dawa) to Islam and the Call to resume an Islamic Way of life. Because the aim of the Call and manner of conveying it differs.
The difference between them lies in the goal of the Call and the actions the dais have to perform. The Call to Islam is delivered to non-Muslims who, are invited to embrace Islam and enter into its domain. The practical method of inviting non-Muslims to Islam is through the Islamic State, so that they may see the light of Islam when it is implemented. Thus the manifestation of the Creed and its rules provide the finest example of the greatness of Islam to the non-Muslims. Accordingly it is necessary that the Call to Islam be offered by an Islamic State.
The Call to resume an Islamic Way of life occurs when the society, whose individuals (the majority) are Muslims, are governed by non Islam.
Thus the society which is by definition non- Islamic, corresponds to Dar al Kufr i.e the domain of infidelity.
Accordingly the Call made in it is made to establish an Islamic State. Dar al Islam (the domain of Islam) that applies Islam in the State and delivers the Call to other countries.
If there already exists an Islamic State but the State where Muslims reside is Dar al Kufr, then the invitation is delivered to annex that country to the Islamic State. Thus to become a district (Wilaya) of the Islamic State that delivers the Islamic Call. This is because it is prohibited for a Muslim to live in dar-al-kufr. If the land in which the Muslim lives becomes dar-al-kufr he must proceed to establish dar-al-lslam or to make hijra (emigrate) to dar-al-Islam.
It is necessary to appreciate the difference between the two types of Call because the actions related to them differ. The Call delivered by the Islamic State involves practical actions. That is, the State applies Islam inside the State completely and comprehensively. So as the Muslims become happy in life and, non-Muslims who live under the shade of the Islamic State, see the light of Islam. Thereby entering Islam voluntarily without compulsion through acceptance and satisfaction.
The State offers the Call to non-Muslims outside the State not only by explaining Islam and the use of organised dissemination of information, but also, by the preparation of the military for Jihad in the Way of Allah.
The preparation for Jihad is to govern the neighbouring countries with Islam. Because governing non-Muslims with Islam is the practical method of the Call. And it is the method which the Messenger of Allah (p.b.u.h) and his Khalifs after him used till the end of the Islamic State. Thus the delivery of the Call by the State is the practical aspect of the Call inside and outside the State.
As for the Call offered by the party or group, it is actions related to the thoughts and does not relate to the performance of practical actions as done by the State. In other words it is an ideology struggle. Therefore it takes on the intellectual not the practical aspect. It performs what Shar'a has obliged in these circumstances until it establishes the Islamic State when the Call takes on the practical aspect delivered by the State. Accordingly, although the Call is delivered to Muslims it calls Muslims to understand Islam and to resume the Islamic Way of life.
